The School District of the City of Chester is the owner of a plot of ground on the south side of Twelfth Street, in the City of Chester, upon which no building has been erected, and the lot is not contiguous to nor adjoining a schoolhouse. The plot was acquired December 1, 1920. The property is vacant and unimproved, and it is claimed that it is held for future building purposes of the school district.
