Plaintiff-Appellant James Loggins (“Loggins”) filed a 42 U.S.C. § 1983 lawsuit against Franklin County, Ohio, the Franklin County, Ohio Sheriffs Department, the Franklin County, Ohio Department of Correction, the Franklin County, Ohio Board of Commissioners, a number of Franklin County officials, the City Council of Columbus and certain of its officials, as well as the Ohio State University Medical Center, the Ohio State University Board of Trustees, and two officials of those bodies.
