OPINION

TOUSSAINT, Chief Judge.

Appellant American Federation of State, County, and Municipal Employees, Council 14 (AFSCME) sued respondent City of St. Paul (the City), alleging that the City engaged in unfair labor practices in violation of the Public Employment Labor Relations Act (PELRA), Minn.Stat. §§ 179A.01-25 (1992). The trial court entered judgment for respondent, finding no violation of PELRA. AFSCME appeals from the judgment and the trial court’s denial of its motions for a new trial or amended findings.. We affirm.
