In this G. L. c. 30A appeal,3 the plaintiffs, Thomas Tierney and Doris Marah, challenge a Superior Court judge’s decision on cross motions for judgment on the pleadings. The judge upheld the decision of the Commissioner of Insurance (commissioner) approving the plan of John Hancock Mutual Life Insurance Company (JHM) to convert from a privately held mutual insurance company to a publicly traded stock company (plan), John Hancock Financial Services (JHFS).
