NEUMANN, Justice.

[¶ 1] Timothy Theige appeals from a district court judgment affirming the North Dakota Workers Compensation Bureau’s order suspending his benefits. We affirm.

[¶ 2] Theige suffered a work-related back injury in 1993. The Bureau accepted his claim and paid temporary disability benefits. The Bureau directed Theige to participate in a functional capacity evaluation [FCE] on August 31, 1995. The FCE was conducted by Teri Hinkel, a physical therapist.
