Plaintiffs move for a temporary restraining order and preliminary injunction enjoining the United States Forest Service (the Service) and proposed intervener Crown Pacific from implementing the Toolbox Fire Recovery Project, which includes commercial salvage logging. Plaintiffs, allege four violations of the National Forest Management Act (NFMA) and the National Environmental Policy Act (NEPA).
