The primary issues presented by this appeal are whether, under the Education for All Handicapped Children Act (EAHCA),1 Steven G., a multiply handicapped child, is entitled to educational services beyond the usual 180-day school year and whether after-school transportation of Steven a short distance out of his school district to his only available custodian is a “related service” required by the EAHCA.
