KELLEY, Judge.

Bozena Bemowski (petitioner) appeals, in the form of a petition for review, from a final order on the merits entered by the Secretary of the Department of Public Welfare (DPW) on November 15, 1989. The final order on the merits affirmed the August 23, 1989 final administrative action order entered by DPW, Office of Hearings and Appeals, denying petitioner’s request for medical assistance (MA) benefits. We affirm.
