This proceeding arises from an administrative “Lemon Law” complaint about a travel trailer manufactured and warrantied by Keystone RV Company. Keystone ultimately settled the complaint by agreeing to replace the vehicle with a newer model, in return for which the vehicle owner moved for and obtained agency dismissal of the complaint. But while resolving the original dispute between the owner and Keystone, the order of dismissal, signed by the Chief Hearings Examiner of the Texas Department of Motor Vehicles (Depart*831ment), has given rise to further litigation by…
