Plaintiffs are providers and recipients or potential recipients of Medi-Cal funded drug abuse treatment services. 2 Plaintiffs claim that the State of California is administering its federally funded Medi-Cal drug abuse program under an administrative and statutory scheme that fails to comply with the requirements of Title XIX of the Social Security Act, 42 U.S.C. §§ 1396 et seq.
