From the complaint it appears that the Wisconsin Hydro Electric Company is a Wisconsin corporation and a public utility owning and operating electrical plants with its principal office at Amery, Polk county, Wisconsin; that W. T. Doar is an attorney at law residing at New Richmond and is a taxpayer of the city of Cumberland. The defendant city of Cumberland is a city of the fourth class and for many years has operated an electrical-distribution system and is a public utility; that for more than fifteen years prior to August 1, 1938, the Electric Company supplied electrical energy to the city…
