MEMORANDUM OPINION AND ORDER
DE MENT, District Judge.
Before the court is the plaintiffs’ motion filed July 19, 1996, for temporary restraining order and preliminary injunction, which the court will analyze under the standard for issuing a preliminary injunction. See Fed.R.Civ.P. 65. The thirty-three plaintiffs in this action are permanent employees of the State of Alabama Department of Human Resources (“DHR”) and are employed in the classified service pursuant to the State Merit System Act, Alabama Code, §§ 36-26-1, et seq.
