MEMORANDUM OF DECISION

CLARIE, District Judge.

This action was brought pursuant to the Federal Declaratory Judgment Act, 28 U.S.C. §§ 2201 and 2202. It requests the Court to make a judicial determination as to which of two insurance companies holds primary coverage, under the terms of liability policies issued by the plaintiff, Employers’ Liability Assurance Corporation, Ltd., (Employers), a British corporation, and the defendant, The Travelers Insurance Company, (Travelers), a Connecticut corporation, respectively.
