In this tax appeal, the sole issue is whether the trial court properly concluded that it lacked the authority to award costs to the prevailing party for fees that that party had incurred in preparing an appraisal report. The plaintiff, M. DeMatteo Construction Company,1 filed an. appeal in the Superior Court pursuant to General Statutes § 12-117a2 from a decision *712of the board of tax review of the defendant, the city of New London, refusing to reduce the assessment of its property.
