OPINION

GREENWOOD, Judge:

Petitioner Eugene Harrington appeals a decision of the Industrial Commission Board of Review (the Board) finding him ineligible for unemployment benefits and establishing a no-fault overpayment to him in the amount of $5967 for unemployment benefits paid during the period for which he also received Social Security retirement benefits. Harrington challenges the Board’s interpretation of federal and state law under which it offset his entitlement to unemployment benefits by one hundred percent of Social Security benefits received.
