L.R. Willson and Sons, Inc. (“Willson”) appeals the Occupational Safety and Health Review Commission’s affirmance of a citation by the Secretary of Labor (the “Secretary”) for violation of the Occupational Safety and Health Act of 1970 (“the Act”).1 The Secretary issued the citation as a result of an inspection of one of Willson’s construction worksites in Orlando,…
