OPINION

FLANDERS, Justice.

This case requires us to determine the constitutionality of a zoning ordinance enact ed by the city of Providence (city) restricting the presentation of adult entertainment in the downtown Providence area.

The wellspring of this particular dispute lies in two watershed events. First, in 1991, after eight years of review and study of existing city-zoning ordinances, the city enacted comprehensive zoning legislation that included, among other things, provisions governing adult-entertainment activity in Providence. 1 The particular zoning provisions at issue here were-…
