Proceedings pursuant to CPLR article 78 (transferred to this court by order of the Supreme Court at Special Term, entered in Broome County) to review determinations of the Department of Social Services which denied petitioner’s applications for food stamps and for medical assistance. Petitioner, a 46-year-old man suffering for the past 20 years from the progressive effects of multiple sclerosis, first applied for medical assistance in 1966 after the disease rendered him unable to work.
