MEMORANDUM OPINION

KESSLER, District Judge.

Plaintiffs, Joseph Scorah, a seventeen-year-old student with emotional disturbances and learning disabilities, and his parents, John and Cecilia Scorah (“the Scorahs”), bring this action under the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. § 1400, et seq., against Defendants, the District of Columbia (“District”) and Paul L. Vance, Superintendent, District of Columbia Public Schools (“DCPS”) 1 .
