— This is a personal injury action filed by Patricia Miller individually and as guardian for her minor son Theodore Quirmbach, Jr., against the City of Federal Way, and other defendants. Quirmbach was injured in 1997 when a vehicle driven by Ralph Likins struck him on 28th Avenue South in Federal Way. The trial court granted the City’s motion for summary judgment and its motion to strike portions of the expert testimony Miller offered.
