Petitioner was an inmate at Clinton Correctional Facility when, on February 3, 1985, he was found to be in possession of *311marihuana. On February 5, he was ordered to submit to a urine test, which he refused. On February 6, he was again ordered to submit to a urine test. After refusal, petitioner was placed in a room for three hours. At the end of that period he still did not comply with the order.
