Appeal from a judgment of the Supreme Court at Special Term (Klein, J.), entered April 21, 1981 in Albany County, which granted petitioners’ application, in a proceeding pursuant to CPLR article 78, to compel the State Department of Health to provide petitioners a full evidentiary hearing on their 1977 Medicaid reimbursement rates.
