WILLIAMS, Circuit Judge:

The Perishable Agricultural Commodities Act (“PACA”) attempts to facilitate interstate commerce in fresh fruits and vegetables. 7 U.S.C. § 499a et seq. (1982 & Supp. Ill 1985). To help instill confidence in parties dealing with each other on short notice, across state lines and at long distances, it provides special sanctions against dishonest or unreliable dealing.
