When construction of its seven-building apartment complex, known as Patriot Village, was substantially completed, Home-Like sought certificates of occupancy for the 127 units. The town refused to issue the certificates until Home-Like either brought its buildings into compliance with regulations promulgated by the Architectural Access Board (board) or obtained a variance from the board, all as required by G.
