We deny Zapata County’s motion for rehearing. However, we withdraw our *850July 31, 2002 opinion and substitute this opinion in its place. Our judgment remains unchanged.

Zapata County Appraisal District appeals the trial court’s judgment upholding the values placed by Coastal Oil and Gas Company and Coastal Oil & Gas USA, L.P. on two oil and gas interests.
