The Village of Williams Bay (the Village) and the Town of Linn (the Town) appeal from the same order for partial summary judgment enjoining the Village from applying or enforcing its parking ordinance which restricts parking at its public boat launch facility for nonvillage residents and the Town from applying or enforcing its public boat launch fee ordinance, in violation of Wis.
