In the early morning of July 23, 2008, Hurricane Dolly made landfall on the south Texas coast, lashing the region with fierce winds and soaking it in torrential rain.1 The Federal Emergency Management Agency (“FEMA”) received thousands of applications for disaster relief under the Robert T.
