The primary issue presented by this appeal is the scope of this court’s review of sentences as provided for in ORS 138.050 enacted by the 1977 Legislative Assembly.

In late July, 1977, defendant, aged 24, and his accomplice decided to kidnap a retail store manager in order to obtain money from the manager’s store in the form of ransom. Defendant and his accomplice discovered the name of the manager of a large retail store in Eugene.
