INTRODUCTION

This matter comes before me on plaintiffs motion to remand. I have considered the papers submitted in support of and in opposition to the motion. I heard oral argument on March 9,1998.

BACKGROUND

From 1916 through 1956, the Maywood Chemical Works (“Maywood Chemical”) manufactured iridescent gas mantles at a facility located in Maywood and Rochelle Park, New Jersey (“the facility”).
