BARTLE, District Judge:

Transit Connection, Inc. ("TCI"), which owns and operates a public bus system on the island of Martha's Vineyard, Massachusetts, petitions for review of a December 28, 2016 order by the National Labor Relations Board ("NLRB"). The NLRB found that TCI had engaged in unfair labor practices in violation of sections 8(a)(1) and (5) of the National Labor Relations Act ("NLRA") when it refused to bargain with the Amalgamated Transit Union Local 1548 ("Union"), which the NLRB had certified to serve as the representative for *1100 TCI bus drivers.
