I. BACKGROUND
Plaintiffs Jerry and Diane Konkel, on behalf of themselves and their minor son Scott, bring this action under § 1415(i)(2)(A) of the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. § 1400 et seq., seeking judicial review of a decision of a Wisconsin administrative law judge (“ALJ”). Plaintiffs contest the ALJ’s conclusion that during the 2002-2003 school year defendant Elm-brook School District (“Elmbrook”) provided Scott with a free appropriate public education (“FAPE”) as required by IDEA.
