Before discussing the merits of the appeal, we deem it appropriate to consider two procedural issues.
On this appeal, the respondents have not filed a brief. We could, therefore, reverse “as of course” pursuant to sec. 251.57, Stats. This court has been informed that the respondents are without funds to engage counsel to prepare and file a brief, although they expressed a desire to appear and orally argue their cause, or to respond by letter.
