Matthias Schnell, John Mulhern, William Kevins, John Looney, Frank H. Kelly, Thomas Cox, Henry Lahiff, Daniel Drost, Henry G-. Paddock, Martin Frick and Spencer Mattison, were indicted in the court below for a conspiracy to defraud the city of Rock Island in the construction of the Twenty-fourth street storm drain. On a motion to quash, it was claimed that the indictment was defective in its manner of charging Mattison. The State’s attorney entered a nolle prosequi as to Paddock, Frick and Mattison.
