MEMORANDUM AND ORDER
GERSHON, District Judge.
The United States, acting on behalf of the Environmental Protection Agency (“EPA”), the State of New York and the City of New York seek approval of a Consent Decree which resolves the claims brought by the United States and the State against the City to require the City to provide filtration and disinfection treatment for its Croton Water Supply System. The claims were brought under the Safe Drinking Water Act (“SDWA”), 42 U.S.C. § 300g-3(b), to enforce the Surface Water Treatment Rule (“SWTR”), 40 C.F.R. § 141.70 et seq.; and to enforce the…
