Section 20 of article 4 of the constitution of the state, declares: “Every act shall embrace but one subject, and matters properly connected therewith, which subject shall be expressed in the title. But if any stibject shall be embraced in an act which shall not be expressed in the title. *765such act shall be void only as to so much thereof as shall not be expressed in the title.” On October 21, 1804. the assembly passed an act entitled: ‘‘An act to regulate and tax foreign insurance, banking, express and exchange corporations or associations doing business in the state.”…
