In this action principally under the Federal civil rights statute, 42 U.S.C. § 1983 (1988), the plaintiff, David Martino, a former prison inmate, sought to charge the defendant Commissioners of Correction with individual liability for damages because of the failure of subordinates in the prison system to accord him hearings in connection with his administrative (as distinguished from disciplinary) transfers.
