This case has proceeded down a long and sinuous trajectory since its inception more than six years ago, when plaintiffs sued the City on behalf of a class, alleging constitutional and state law violations arising out of the disposition of their vehicles pursuant to the City’s policy of progressive penalties for parking infractions.
