This matter is before the Court on Plaintiff Sherry White-Battle’s (“Plaintiff’) Motion for Preliminary Injunction (Document No. 5), Defendant Norfolk Electoral Board’s Motion for Summary Judgment (Document No. 9), Defendant George Schaefer’s Motion for Summary Judgment (Document No. 15), and Plaintiffs Motion for Default Judgment against the Democratic Party of Virginia (Document No. 28).
