RIPPLE, Circuit Judge.
In August 2004, Marvin Tyrer brought this action against the City of South Beloit, Illinois (“City”). He alleged that the City demolished his house without affording him due process of law. In October 2004, the City filed a motion asking the district court to dismiss the action or, in the alternative, to abstain in light of pending parallel state court proceedings.
