I. BACKGROUND
On April 29, 2010, plaintiff Gregory F. Robinson, an inmate incarcerated at the *533James T. Vaughn Correctional Center (“JTVCC”), Smyrna, Delaware, filed this civil rights action pursuant to 42 U.S.C. § 1983.
