The Commonwealth of Pennsylvania, Department of Transportation (PennDOT) appeals from the post-trial order of the Court of Common Pleas of Delaware County (trial court) denying PennDOT's Motion for Post-Trial Relief seeking Judgment Non Obstante Veredicto (JNOV) or, alternatively, a new trial.
