Plaintiff, Kenneth W. Holland, Director of Labor, filed this action in the circuit court of Adams County seeking to permanently enjoin defendant Bleigh Construction Company, a Missouri corporation, from “continuing to carry on public works projects construction in Adams County” for the reason that defendant failed to employ Illinois laborers as required by the “Preference to Citizens on Public Works Projects” Act (111.
