GIBBONS, Circuit Judge:

The plaintiff, Disabled in Action of Pennsylvania, Inc. (DIAP), appeals from an order of the district court denying its motion for an award of attorney’s fees against the United States Department of Housing and Urban Development (HUD) and the General Services Administration (GSA).
