This is a suit between the Sheriff and Clerk of Court of Caddo Parish, Louisiana, involving the law in regard to mortgage certificates. Since it involved the interpretation of law which would affect all sheriffs and clerks of court in the State, as well as judgment creditors, debtors and the public in general who might become purchasers of realty at public sales, we were requested by counsel for both plaintiff and defendant to hasten a final determination of the question by asking for instructions from the Supreme Court of this State.
