MANION, Circuit Judge.
Roosevelt Randle is legally blind. He obtained a job with the IRS under a handicapped affirmative action program. He never told the IRS that he was facing criminal charges in Mississippi for stealing hubcaps and that he had been fired from his previous job. In fact, he verified on employment forms that he was not facing criminal charges and that he had only been laid off from his previous job.
