The city of Newark, through its proper officers, opened a new street, Kaymond Plaza West, from *132Market to River streets, about seven hundred feet in length and one hundred and twenty-five feet in width.
Its board of assessments for local improvements assessed certain land owners in the vicinity, whose land it found had received special benefits by reason of this street opening, amounting to $216,966.
