delivered the opinion of the Court.

J. M. Shawhan was formerly a second lieutenant in the quartermaster’s corps, Tennessee National Guard, and a clerk in the office of the adjutant general of the State. During a period September 10, 1921, to February 13, 1922, Shawhan procured the comptroller of the State to issue eleven warrants aggregating $2,756.54. These warrants were drawn on the treasurer of the State, and were, except in one instance, payable to the orders of persons who had bona-ficle claims against the State in corresponding amounts.
