The petition for review in this case presents a claim by the National Whistleblower Center (“Center”) seeking to overturn a decision by the Nuclear Regulatory Commission (“NRC” or “Commission”) denying intervention by the Center in a nuclear power plant license renewal proceeding. The relicensing at issue involves the Calvert Cliffs nuclear facilities operated by Baltimore Gas & Electric (“BG&E”). This is the second time that this matter has come before this court.
