Capital City Lodge No. 12, Fraternal Order of Police (FOP) petitions for review of the order of the Pennsylvania Labor Relations Board (Board) that dismissed FOP’s exceptions and made absolute and final the hearing examiner’s proposed decision and order dismissing FOP’s unfair labor practice charges against the City of Harrisburg (City).
