PELL, Circuit Judge.
This appeal presents the important and novel issue of whether a federal district court had subject matter jurisdiction over an action by a federal employee against the federally-recognized union that allegedly expelled her from membership. The district court concluded there was no such jurisdiction and dismissed the action.
